Further deepen the reform and opening up of the Qianhai-Hong Kong Modern Service Industry Cooperation Zone, and focus on institutional innovation to continuously improve the level of openness to Hong Kong and Macao. Accelerate the construction of Shenzhen-Hong Kong science and technology innovation cooperation zone, explore collaborative development mode, innovate science and technology management mechanism, and promote efficient and convenient flow of personnel, capital, technology and information. Promote the development of Shenzhen-Wanghui, promote the integration and interaction between the east and the west of the Pearl River Estuary, innovate and improve, and explore and promote the management system and mechanism of the special cooperation zone.

(12) Develop more competitive cultural industries and tourism. Seven, safeguard measures
